Ashraf Elwan is a senior Egyptian lawyer and international legal consultant with more than three decades of practice before Egypt's Appellate and Cassation Courts. His career began inside the energy sector itself — as Deputy Licensing Manager at Mobil Egypt (1997–2003), where he led the asset-title audit of filling-station real estate ahead of the global Mobil–Exxon merger — before he was appointed as independent External Legal Counsel and Authorized Representative for Total Marketing Egypt (now TotalEnergies Marketing Egypt) in 2003 — an outside-counsel mandate, run through his own practice, that he has held for over twenty years.
Alongside his corporate work, he has run his own practice since 1991, advising trading, technology, and manufacturing companies, sitting on Egypt's Tax Legislation Committee, and defending clients in complex criminal matters. He trains fuel-station and depot personnel on hazardous-materials handling and emergency response, and has completed specialized programs in anti-corruption, anti-money laundering, and data protection.
أشرف علوان محامٍ مصري كبير ومستشار قانوني دولي بخبرة تتجاوز ثلاثة عقود أمام محاكم الاستئناف والنقض المصرية. بدأت مسيرته من داخل قطاع الطاقة نفسه، حيث شغل منصب نائب مدير التراخيص بشركة موبيل مصر (١٩٩٧–٢٠٠٣)، وقاد فحص الملكية العقارية لمحطات الوقود تمهيدًا لاندماج موبيل وإكسون العالمي، قبل أن يُعيَّن مستشارًا قانونيًا خارجيًا مستقلًا وممثلًا معتمدًا لشركة توتال ماركتنج مصر (توتال إنرجي حاليًا) عام ٢٠٠٣ — بصفته الخاصة عبر مكتبه، لا كموظف لدى الشركة — وهي المهمة التي يتولاها منذ أكثر من عشرين عامًا.
إلى جانب عمله المؤسسي، يدير مكتبه الخاص منذ عام ١٩٩١، حيث يقدم الاستشارات لشركات التجارة والتكنولوجيا والصناعة، وهو عضو في لجنة التشريع الضريبي، ويتولى الدفاع في القضايا الجنائية المعقدة. كما يقدّم تدريبات متخصصة للعاملين بمحطات الوقود والمستودعات على التعامل مع المواد الخطرة والاستجابة للطوارئ، وأتم برامج متخصصة في مكافحة الفساد وغسل الأموال وحماية البيانات.
